An institutional capacity building leadership & governance programme to develop the effectiveness of senior-level leaders in emerging economies, equipping then with the vision, knowledge, skills and capabilities to drive economic growth and create prosperity for their citizens. This practical based programme is designed to accelerate the learning of senior officials, so they can quickly learn what works and dosen't work in delivering effective state administrations that lead change.

The three target areas for our Institutional Capacity Building Programme ( ICB) are:-

  • Leadership
  • Capacity Development
  • Governance

WHO FOR?

Senior leaders at national, regional and local government level in emerging nations, including Central Banking Institutions.

The Programme is designed to have an impact at the level of the:

  • institution,
  • the government department/ unit
  • and the individual.

It is anticipated that at least half of the individuals who participate in the ICB programme will have served or be serving as a president, minister or other high-level senior leader within government by the end of the decade.

The ICB programme will stimulate and challenge senior officials to think about their contribution as a strategic leader, and identify areas for increasing their impact and effectiveness. It will empower them to develop a new perspective on their country and discover how to lead it to greater success.

 
PROGRAMME CONTENT

The ICB Programme is tailored to meet the specific development needs of the Country, where these needs are clearly identified and addressed. The ICB programme provides the following tailored support that is appropriate to country circumstances:

  • Bespoke leadership capacity development workshops in practical, hands-on issues that senior national government leaders typically encounter, such as self-awareness, visioning, strategy, implementation, performance monitoring etc.
  • Transformational leadership workshops for leading change and achieving results.
  • Good Governance training an essential qualification for economic survival, focusing on state capability, responsibility and accountability.
  • Cabinet level away days.
  • Peer-To-Peer engagement.
  • Periodic meetings conferences to enhance the transfer of knowledge between state, local or national governments.
  • Mentorship opportunities with former senior government officials in the West; and
  • Opportunities to identify common issues for improving cooperation and collaboration among individuals and their respective institutions and identifying roles and responsibilities.

KEY OUTCOMES

This practical application programme will:-

  • Create a strong foundation for increased institutional performance for achieving results through effective leadership.
  • Facilitate the introduction and internalisation of a new results orientated culture to achieve the national vision, within desired budgets.
  • Enhance self-confidence of individual leaders and empower them to become more effective through knowledge of best management and leadership practices and the principled use of power.
  • Facilitate the formation of mutually supportive peer learning groups to ensure that they use, share and develop what they have learned as an important tool for driving forward the required culture and organisational changes.
  • Improve the co-operation of individual leaders and their respective institutions and clarify roles, and responsibilities.
  • Improve transparency, combat corruption and fraud.

DESIGN & DELIVERY

  • Initial contact with senior ministerial contact within each government to discuss issues/challenges and gauge level of commitment.
  • Scoping mission to assess country specific issues/challenges and diagnose best fit intervention.
  • Development of programme proposal with cost breakdown.
  • Interim period of preparation of programme workshops, materials and resources.
  • Programme delivery.
  • Follow up monitoring & evaluation.

LEARNING STYLES

The programme will place a great emphasis on practical and experiential learning based on the real challenges of the leader for improving individual effectiveness. Participants will be encouraged to keep personal learning logs to record their learning and personal objectives, and chart their progress in meeting objectives. The learning methodology will also include:-

  • Interactive workshops
  • Work on ‘live’ personal issues
  • Self-assessment tools
  • Peer-to-peer engagement
  • Collective learning events/discussions
  • Personal Action Plans
